Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in FAO's global mandate and Strategic Objectives. More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.

The grade of the position is SC-11.


Reporting Lines

Under the overall supervision of the FAO Representative in Somalia, and the direct supervision of the International Technical Advisor


Technical Focus

The incumbent will be responsible to lead and assume the daily management of the core Central Project Implementation Unit (CPIU), including administrative, financial, procurement, and other related tasks as specified in the Operational Manual


Tasks and responsibilities

• Coordinate the work and performance of the CPIU staff (administrative, financial, procurement, logistics, and other support affiliate workforce) as well as staff in the field offices contributing to project implementation as described in the terms of reference ascribed to each staff member (Affiliate workforce).
• Request CPIU specialists to prepare monthly work plans and ensure that they implement the tasks assigned to them as per their respective plans, including but not limited to planning and development of AWPBs, procurement plans, recruitment of expertise, budgeting, logistics, and field visits. The monthly work plans will inform on implemented tasks, other ongoing and in the pipeline.
• Oversee the performance of the PMU staff. Prepare and submit to FAO Somalia annual staff performance assessments.
• Ensure that the procurement of services, supplies and goods are drafted, approved, launched, and operational as per FAO procurement policy in a timely manner.
• Revise periodically and in close coordination with the concerned CPIU staff members the Operational Manual, the Procurement Plan (PP) and the financial plan. Report promptly to the ITA on any matters that necessitate to act during the project execution process.
• Coordinate the elaboration of Expression of Interest (EoI)/Request for Quotations (RFQ), Tender/Invitation to Bid (ITB) or Request for Proposal (RFP) in line with the Agreement, the Ugbaad outcomes and outputs, and FAO financial and procurement requirements. Take part in the committees entrusted to receive and evaluate quotations, bids or proposals in full compliance with FAO and GCF Financing Agreement rules and regulations. Submit final versions to ITA for clearance.
• Facilitate the missions of FAO representative and consultants, including overseeing the sound preparation of agendas, travel logistics and other required arrangements in close coordination with FAO Somalia.
• Participate in field missions to follow up on activity-based progress in the targeted regions and districts.
• Support the ITA in preparing Ugbaad closure phase.
• Contribute to the supervision of the execution of the M&E system applied in the project. Ensure that the system is coherent with the requirements of each of the project components.
• Contribute to the knowledge management and dissemination of the project outputs.
• Lead the organization of and reporting on the project meetings, workshops and multi-stakeholder events as identified in the project documents.
• Support the ITA in the development of a communication strategy and oversee the dissemination of Ugbaad progress, success stories and best practices through establishing and updating Ugbaad webpage, social media, press releases, and other communication tools.
• Support the ITA in developing annual performance assessments of the CPIU staff.
• Perform any other relevant tasks as assigned by FAO Somalia.

Minimum Requirements

• University degree or Advanced university degree in economics, finance, agricultural economics, rural development or environmental science.
• Six years of relevant experience with a first-level university degree, or four years with an advanced degree, in project management roles related to rural development, natural resource management, technical cooperation activities, finance, procurement, operations, implementation, and supervision of projects and programs.
• Working knowledge (level C) of English.
• National of Somalia.
