The offices deliver on the programmatic priorities of each country as agreed in their respective Country Programming Frameworks (CPFs) aligned to the UN Sustainable Development Cooperation Framework (UNSDCF) and ensure effective and efficient operations with adequate human and financial resources.

Specifically, FAO Country Offices\:

· advocate, inform and support policies and investments in the areas of FAO’s mandate;
· provide technical assistance and deliver core services;
(iii) assist and catalyse partnership and resource mobilization activities to support agrifood systems transformation;
(iv) position FAO as the specialized/authoritative technical agency in food and agriculture and agrifood systems transformation; and
(v) ensure risk-smart and accountable operations and management.

For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations, the academe and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, mechanization and modernization through improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.

The position is home-based.

Reporting Lines

The Mango Value Chain Analysis Specialist will report to the Assistant FAOR for Programme.

Technical Focus

Support FAO and the Government of the Philippines in updating the Mango Industry Roadmap through a comprehensive value chain assessment under the South-South Cooperation Exchange with Indonesia. It will identify key challenges, opportunities, and priority actions to enhance productivity, competitiveness, and resilience. Working with the Department of Agriculture, industry stakeholders, and partners, the consultant will help ensure the roadmap and accompanying Implementation and Investment Plan are evidence-based, inclusive, and aligned with national priorities.

Tasks and responsibilities

Inception Phase\:

• Prepare an inception report with methodology, analytical framework, workplan, and data requirements
• Present the inception report to FAO and Department of Agriculture and agree on a workplan and coordination mechanism for the development of the Roadmap.

Analysis and Review

Prepare a draft report for stakeholder engagement and discussion covering the following\:
o Review existing mango industry roadmap, relevant policies, studies, and value chain assessments
o Review and update the mango value chain map (covering input supply, production, post-harvest, processing, marketing, export, support services, etc.)
o Identify key actors, roles, linkages, and governance structures across the value chain
o Collect primary and secondary data through surveys, interviews, FGDs, and literature review
o Identify constraints, risks, bottlenecks, and opportunities at each value chain stage
o Assess enabling environment (policy landscape, infrastructure, financing mechanisms, R&D, extension services, institutional support)Review current government and private sector programs and identify overlaps/gaps and areas for synergy

Support to Stakeholder Consultations

Support stakeholder consultations using the preliminary analysis and findings carried out – focusing on\:

o Validating findings through workshops within FAO
o Support senior colleagues in formulating strategic interventions and upgrading options for each segment of the value chain
o Integrating cross-cutting themes (climate resilience, sustainability, digitalization, gender, youth)
o Assist in updating the Mango Industry Roadmap with clear goals, targets, milestones, and responsible agencies in coordination with the government and stakeholders
o Define performance indicators and monitoring and evaluation framework

Final Report

• Incorporate feedback and finalize all deliverables
• Submit the final value chain analysis report and updated Mango Industry Roadmap
• Provide technical support in knowledge sharing activities with mango farmer groups
• Ensure timely delivery of all outputs as agreed with the Project Team
• Submit end of assignment report to FAO

Minimum Requirements

• The candidate must have an advanced degree in Agriculture Economics, Agriculture, Rural Development, Development Studies, Value Chain Management with agri/mango focus or related fields;
• The candidate should have at least 5 years practical experience in the field of agricultural value chain assessments;
• Full proficiency / working knowledge (level C) of English
• A national of the Philippines or a legal resident with a valid work permit
